Mandatory Submission of Renewable Energy Compliance for FY 2024–25

Subject: Mandatory Submission of Renewable Energy Compliance for FY 2024–25

Dear Sir,

This is to inform you that the Ministry of Power, Government of India had issued a Gazette Notification on 20th October, 2023 regarding Renewable Consumption Obligation (RCO).

As per the notification, with effect from 1st April 2024, all Designated Consumers (DCs)—including those in the hotel sector who consume electricity through Open Access (OA) or operate Captive Power Plants (CPP)—are mandated to meet a minimum percentage of their total electricity consumption from non-fossil (renewable) sources.

The RCO targets for the upcoming years are as follows:

Further, through the Gazette notification referred above, Bureau of Energy Efficiency (BEE) has been entrusted with the responsibility of maintaining data and ensuring compliance of renewable energy utilization by the designated consumer(s) and submit report to the Central Government.

The timelines to submit the RCO compliance report for FY 2024-25 are given below:-

  1. Initial submission (certified by Plant Head): On or before 30th May, 2025
  2. Audit by BEE-empanelled Accredited Energy Auditor (AEA): On or before 31st July 2025

Please also note that:

  • Failure to meet the prescribed RCO targets shall attract penalty under Section 26(3) of the Energy Conservation Act, 2001.
  • Failure to submit the compliance report by the prescribed timelines shall be considered as non-compliance and shall attract penalty under section 26(4) of the Act.
