Sub: Reforms Related to FSSAI’s Licensing and Registration Framework
Dear Member,
We are happy to inform you that FHRAI attended a National Stakeholder Consultation organized by FHRAI on 28th October 2025 to deliberate on reforms related to FSSAI’s Licensing and Registration framework.
The following reforms were proposed by FSSAI in the meeting and some of these are our long standing demands.
A. Perpetual license. Only online annual fee to be paid no need for applying at intervals.
B. Registration category 12 lac per year now. Limit is 1.5 cr.
C. FIFO not compulsory as regulation but as guidelines.
D. Any amendments to labelling regulations to adopt extended moved from 180 days to 365 days .
E. License application through NSWS national single window system through DPIIT so that multiple NOCs are avoided. No repeat information loading one time information for all departments by integration of portal to NSWS.
F. Daily maintenance of record keeping of raw material utilisation and manufacturing is deleted condition 8 of annexure 3 . For Non manufacturer.
G. Complaint based inspection only on credible evidence approved by 2 levels above inspection authority .
A detailed note on the suggested amendments is enclosed for your kind reference. If you have any inputs / suggestions on the above said proposals, you are requested to share the same by 11.30 am tomorrow, i.e.: 30th October 2025, to legal@fhrai.com to enable us to submit the same to FSSAI.
